Could someone please tell me how I would go about getting a new planet and fortress put on the boards? Or can I set up a fortress on someone elses planet? not sure about this.

No new planets except for those few that the Whills allowed because of special RPs with many members petitioning for the planet... as for fortresses, you can RP building one wherever you see fit providing whoever runs the planet doesn't mind your presence there... You get enough RP there, the Whills might make your fortress its own thread

Yami pretty much summed it up, only Whills can do it for you, and only if they feel that there's a good reason/RP to do so. Then again, Inky did get that rock of his to live on, so, I'm guessing the odds aren't too bad.
